The LADBS plan check pipeline: who reviews your LA permit and what they're actually looking for

Your LA permit goes through up to 10 different LADBS departments. Each catches different issues. Knowing what each reviewer wants saves you correction cycles.

Most homeowners think of "LADBS plan check" as one step. It's actually a pipeline of up to 10 specialist reviewers, each looking at different parts of your submittal. The first reviewer is mostly checking that the application is complete. The last reviewer is approving the structural calcs. In between, your plans pass through Zoning, Building, Mechanical, Electrical, Plumbing, Fire, Green, Energy, and sometimes Engineering. Each one can return corrections. Knowing what each one wants helps you avoid the correction cycle.

The 7 standard plan check stages

For a typical residential project (ADU, addition, remodel), your plans go through these stages in roughly this order:

1. Intake / Completeness: a clerk reviews your submittal for completeness. Right forms? Right fees? Right plan-set components (site plan, floor plans, elevations, structural calcs)? Missing anything = back to you before review even starts. This usually takes 2-3 days.

2. Zoning: a planning engineer checks that your project complies with the underlying zoning code. Setbacks, height limits, FAR (Floor Area Ratio), lot coverage, parking requirements, ADU-specific rules. About 70% of first-round corrections come from Zoning.

3. Building (structural): an engineer reviews the structural elements. Foundation, framing, lateral systems (shear walls), connections, load paths. Pays attention to anything unusual: high-load conditions, cantilevers, large openings in walls.

4. Mechanical: HVAC system review. Equipment sizing, duct routing, combustion air, ventilation rates. Less critical for ADUs without complex HVAC but still mandatory.

5. Electrical: panel sizing, circuit count, GFCI/AFCI compliance, EV-readiness (now required by code on new construction), service grounding. Common correction: load calculation showing insufficient panel capacity.

6. Plumbing: water supply sizing, drainage / waste / vent sizing, fixture units, hot water heating, gas line sizing if applicable. Common correction: insufficient vent pipe sizing or wrong fixture count.

7. Fire: Fire Department review for compliance with fire code. Fire-rated assemblies in VHFHSZ areas, sprinkler requirements (mandatory above certain sizes), emergency egress, access pathways.

That's 7 standard reviewers. Additional ones can kick in:

Green / CALGreen: California's Green Building Standards Code compliance. Water-efficient fixtures, ENERGY STAR appliances, electric vehicle infrastructure, indoor air quality.

Energy / Title 24: California Energy Code. Insulation values, window U-factor, HVAC system efficiency, lighting controls.

Specific Plan / Specific Authority: if your lot is in a Specific Plan (Mulholland Scenic, Venice SP, etc.) or an HPOZ, that authority reviews separately.

Engineering (LA Bureau of Engineering): for projects with public-right-of-way work, sewer connections, or driveway grading.

What each reviewer is actually looking for

Knowing the typical hot spots per reviewer saves you correction cycles.

Zoning checks:

  • Are setbacks correct? (4 ft minimum side/rear for detached ADU; ADUs along the rear lot line need 4 ft from each side too)
  • Is height under the limit? (16 ft for detached ADU; 18 ft within ½ mile of major transit; some exceptions)
  • Is the ADU within the size cap? (1,200 sqft max for detached; 50% of primary house for attached)
  • Are required setbacks from existing structures correct?
  • Does the lot have legal access to a street?

Building (structural) checks:

  • Are foundation calcs complete?
  • Are framing details adequate for snow / wind / seismic loads?
  • Are connections properly specified?
  • Is the lateral system (shear walls) adequate?

Electrical checks:

  • Is the service panel sized correctly for the new load? (Load calc usually shows up here)
  • Are GFCI and AFCI protections specified?
  • Is there a path for the new circuits in the existing panel?
  • For ADUs: is there a subpanel feeding the ADU? Is the feeder sized correctly?

Plumbing checks:

  • Is the water supply line large enough for fixture count?
  • Are drain / waste / vent (DWV) sizes correct?
  • Is the water heater sized appropriately?

Fire checks:

  • VHFHSZ: are wall assemblies fire-rated? Class A roofing? Ember-resistant venting?
  • Sprinkler required for the project size? (New construction over a certain size triggers it)
  • Emergency egress from sleeping rooms (windows large enough, low enough)?
  • Access for fire trucks if the structure is set back from the street?

How to reduce correction cycles

Get a pre-submittal review. LADBS field offices in West LA and Van Nuys offer counter-review sessions. Walk in with your plans, a zoning engineer spends 30 minutes flagging obvious issues. Free service. Almost every project benefits.

Hire a designer with LADBS-specific experience. An architect who's done five ADUs in your specific neighborhood knows what plan check will flag. An architect who's done none doesn't. Pay the premium for experience on your first project.

Don't submit incomplete plans. Many homeowners think "let me submit what I have and see what they want." This doesn't work, incomplete plans get rejected at Intake (Stage 1) before review even starts. Submit when it's actually ready.

Address ALL corrections in one resubmittal, not piecemeal. When you get correction notices back, address every single item before resubmitting. Submitting a partial response triggers a re-review queue, adding weeks.

Respond promptly to corrections. Once you receive corrections, your designer has work to do. If they're busy with other projects and don't respond for 3 weeks, that's 3 weeks of timeline added that's not LADBS's fault.

What "Express Plan Check" actually does

LADBS offers an Express Plan Check program for an extra fee (50% premium on standard plan check fees). What it does:

  • Moves your project to the front of the plan check queue
  • Same set of reviewers, same correction process
  • Total time reduction: ~30-50% on review cycles

What it doesn't do:

  • Skip any review stages
  • Reduce the number of correction cycles
  • Guarantee approval

Worth it if you're paying interest on a construction loan or rent during the wait, since the carry-cost savings often exceed the premium. Not worth it if you have plenty of time.

Cross-stage timing

Each plan check stage takes 1-4 weeks depending on backlog. Reviewers don't all work simultaneously, your plans pass to the next reviewer when the prior one finishes. Total first-cycle review time: 4-8 weeks typically.

Standard projects clear in 2-3 cycles (8-24 weeks). Complex projects with structural concerns or multiple overlay reviews can take 4-6 cycles (20-40 weeks). Express plan check compresses each cycle by 30-50% but doesn't change the cycle count.
