What LA zoning codes actually allow ADUs? R1, R2, R3, R4, RA, RD explained
A complete breakdown of LA City zoning categories and exactly how many ADUs each one permits. Plus what changed under SB 1211 in 2024 for multifamily lots.
If you've been told your LA property's zoning is "R1" or "R2" or "RD-1.5" and you're trying to figure out what that means for an ADU build, here's the full breakdown. LA City has roughly 20 residential zoning categories. Almost all of them permit at least one Accessory Dwelling Unit (ADU). A few permit several.
Quick answer
Almost every LA City residential zone permits at least one ADU plus one Junior ADU (JADU, up to 500 sqft inside the existing house). SB 1211 (signed September 2024) expanded multifamily zones to allow multiple detached ADUs per lot.

The base zoning rule is the starting point. Overlays (HPOZ, Coastal, hillside, VHFHSZ) can add review requirements but don't change the zoning's ADU allowance.
The big-picture rule (CA state law preempts local zoning)
California's ADU statute (Gov Code §§ 66310-66342) preempts most local zoning restrictions. Functionally, any property zoned to allow residential use can permit at least one ADU plus one Junior ADU (JADU). LA City's local ordinance (LAMC §12.22 A.33) implements this, with a few local additions.
SB 1211 (signed September 2024) further expanded the rules for multifamily zones, allowing multiple detached ADUs on a single lot depending on lot size and existing residential density.
Single-family zones
R1: Single-Family Residential (the most common LA zoning)
ADU rules: one detached or attached ADU (up to 1,200 sqft) + one JADU (up to 500 sqft inside the main house).
Total possible units on lot: main house + ADU + JADU = 3 dwelling units.
Best paths: detached ADU if lot allows, garage conversion if not, JADU as the easiest third unit.
This is by far the most common LA City zoning. Covers most of the SFV, the Westside (Brentwood, Mar Vista, Pacific Palisades minus coastal), NELA, and most non-hillside Hollywood-adjacent areas.
R1-1, R1-2, R1V (R1 variants)
Variants of R1 with slightly different setback and height requirements. ADU rules same as R1: one ADU + one JADU. The variant suffix doesn't change ADU permitting.
R1-1 (most common): minimum 5,000 sqft lot. R1-2 (less common, smaller lots): minimum 2,500 sqft.
RE: Residential Estate (RE9, RE11, RE15, RE20, RE40)
ADU rules: one ADU + one JADU, same as R1.
Lot size minimums: number after RE = thousands of sqft minimum lot. RE9 = 9,000 sqft minimum, RE40 = 40,000 sqft minimum.
Common in: Bel Air, Brentwood hills, Hollywood Hills, parts of Encino. Generous lot sizes mean ADUs are easy to physically fit.
RA: Residential Agricultural
ADU rules: one ADU + one JADU.
Lot size: typically 17,500 sqft minimum. Allows accessory agricultural use (chickens, larger gardens).
Common in: parts of Granada Hills, Chatsworth, Northridge equestrian zones.
RS: Suburban (RS-1, RS-2)
ADU rules: one ADU + one JADU, same as R1.
Older zoning category, mostly replaced by R1 variants. Few properties remain.
Multi-family zones (where SB 1211 made the big change)
R2: Two-Family Residential
Pre-2024 ADU rules: one ADU + one JADU on a duplex lot.
Post-SB 1211 (2024): up to 2 detached ADUs total on lots with existing duplexes, plus the JADU. Effectively allows 4 dwelling units (main duplex's 2 units + 2 ADUs) plus the JADU = 5.
Common in: Hollywood, Mid-City, older parts of Mar Vista, Eagle Rock, Highland Park.
R3: Multiple Residential
Pre-2024 ADU rules: one ADU + one JADU plus the existing apartment units.
Post-SB 1211 (2024): up to 4 detached ADUs on R3 lots with existing multifamily structures, depending on lot size. Each existing unit can also add a JADU.
Common in: Koreatown, parts of Hollywood, Sherman Oaks bordered streets.
R4: Multiple Residential (higher density)
Pre-2024 ADU rules: one ADU + JADU plus existing units.
Post-SB 1211 (2024): up to 8 detached ADUs on larger R4 lots with existing multifamily structures.
Common in: downtown-adjacent neighborhoods, Wilshire corridor, parts of Hollywood and Mid-City.
R5: Multiple Residential (highest density)
Similar to R4. SB 1211 multifamily-stacking rules apply. Common in DTLA, Westlake.
RD: Restricted Density Multi-Family (RD1.5, RD2, RD3, RD4, RD5, RD6)
ADU rules: one ADU + one JADU per lot regardless of RD subcategory. SB 1211 multifamily stacking applies to RD lots with existing multifamily structures.
Density numbers: RD1.5 = 1 unit per 1,500 sqft of lot, RD2 = 1 per 2,000 sqft, etc.
Common in: lower-density transitional zones between R2 and R3 areas.
RW1, RW2: Residential Waterway
ADU rules: one ADU + one JADU.
Special: lots on canals (mostly Venice canals). Coastal Commission permitting applies in addition to LADBS.
Mixed-use and specialty zones
RAS3, RAS4: Residential/Accessory Services
ADU rules: one ADU + one JADU. Allows ground-floor commercial with residential above.
Common in: small commercial corridor transitions.
Mixed-use commercial zones (C2, C4, CR, etc.)
If the zoning is purely commercial with no residential component, ADUs typically aren't permitted. If the property has approved residential use (often through a conditional use permit or specific plan), ADU rules follow the residential portion's parallel zoning.
Zones where ADUs are NOT permitted
- Industrial (M1, M2, M3, MR1, MR2): no residential use, no ADUs.
- Public-facility (PF, OS): public uses only.
- Open Space (OS): no construction.
- Specific commercial-only zones: C2-only without a residential overlay typically can't add ADUs.
If your property is in one of these zones, ADUs aren't an option without rezoning, which is a multi-year process and not a viable path for individual homeowners.
How specific plans and overlays interact with zoning
Even if your base zoning allows ADUs, a "specific plan" or "overlay" on top can constrain them. Common ones in LA:

For the vast majority of LA City properties (R1, R2, R3, R4, R5, RD, RA, RE, RS, RW, RAS): at least one ADU plus one JADU is permitted by-right under state law. Multifamily lots can stack additional ADUs per SB 1211.
