ADU permits by Los Angeles City neighborhood

ADU permits issued in 101 City of Los Angeles neighborhoods, built by PermitPathLA from the LADBS permit feed. LADBS publishes permits by ZIP code rather than by neighborhood, so this table is the ZIP-level data reattributed to neighborhood boundaries, with the method stated in full below. It is the only public neighborhood-level view of LA ADU permitting we are aware of. Free to download and reuse.

The short version

Across 101 neighborhoods in 2025, 4,849 ADU permits were issued, up 11 percent from 4,374 in 2024. The leader was North Hollywood with 281, followed by Reseda (197) and Van Nuys (192). 2025 is the most recent complete year.

Which Los Angeles neighborhood builds the most ADUs?

North Hollywood leads every neighborhood in the City of Los Angeles with roughly 281 ADU permits in 2025. The rest of the top five are Reseda (197), Van Nuys (192), Granada Hills (164), and Northridge (130). All five are in the San Fernando Valley, where large flat single-family lots and R1 zoning make detached ADUs straightforward to site.

Why does the San Fernando Valley dominate LA ADU permits?

The Valley has the combination an ADU needs: large, flat, single-family lots zoned R1, existing detached garages that convert cheaply, and rear yards deep enough to place a new detached unit while keeping the four-foot side and rear setbacks state law allows. Denser, hillier, or more expensive parts of the city run into small lots, hillside grading requirements, or overlay zones that add cost and review time. Nine of the ten highest-permitting neighborhoods in the table below are Valley neighborhoods.

Are these exact ADU permit counts for each neighborhood?

They are close estimates, not exact counts. LADBS publishes permits keyed to ZIP code, and LA ZIP codes do not line up with neighborhood boundaries, so each ZIP's ADU permits are split evenly across the neighborhoods that share it. A neighborhood covered by a single ZIP is effectively exact; one spread across five or more ZIPs carries more smoothing. The zip count for every row is in the downloadable CSV so anyone can judge the uncertainty themselves.

Why is the neighborhood total lower than the City of Los Angeles total?

This table covers the 101 Los Angeles neighborhoods PermitPathLA maintains area pages for, which is not every neighborhood in the city, so the 4,849 permits shown for 2025 are a subset rather than a city-wide total. The counting rule also differs from the state's: this table counts distinct parcels per year from the LADBS permit feed, while the state's Annual Progress Report counts each permit row. PermitPathLA compiled this table from LADBS Socrata pi9x-tg5x, retrieved on 2026-05-19. The counting rule is: Distinct APN per year where use_desc='Accessory Dwelling Unit' and issue_date in year. Each zip's count is split evenly across neighborhoods that share it. No smoothing, interpolation, or estimation was applied beyond what is stated here.

  • Numbers are estimates. Permits in a ZIP shared by several neighborhoods are split evenly across them, so single-ZIP neighborhoods are near-exact and multi-ZIP neighborhoods are smoothed. The zip count per row is included in the downloads.
  • Counts are permits issued, not ADUs completed.
  • One parcel counts once per year even if it pulled several permit records, which is why these totals are not directly comparable to the state Annual Progress Report figures on the by-city table.
