Every Los Angeles County city and the unincorporated county area, ranked by how many Accessory Dwelling Unit permits they issued. Compiled by PermitPathLA from the California Department of Housing and Community Development's Annual Progress Report filings, which is the only source where all 88 LA County jurisdictions report ADU permits on a common definition. Across 81 jurisdictions in 2024, 16,008 ADU permits were issued, up 2 percent from 15,717 in 2023. The leader was Los Angeles (City) with 9,849, followed by Los Angeles County (unincorporated) (997) and Long Beach (653). 2024 is the most recent complete year; 2025 data is shown on this page but is still incomplete, so it is not ranked.

Which Los Angeles County city issues the most ADU permits?
The City of Los Angeles issues by far the most, with 9,849 ADU permits in 2024, roughly 62 percent of every ADU permit issued in Los Angeles County that year. Among the other jurisdictions, Long Beach leads with 653, followed by Glendale (356) and Lancaster (320).
How many ADU permits were issued in Los Angeles County in 2024?
16,008 ADU permits were issued across the 81 Los Angeles County jurisdictions that reported 2024 data to the California Department of Housing and Community Development. Of those, 9,849 were in the City of Los Angeles and 6,159 were spread across the county's other cities and unincorporated areas.
Is ADU permitting in Los Angeles County growing or slowing down?
County-wide ADU permitting was essentially flat between 2023 and 2024, moving from 15,717 permits to 16,008, a change of about 2 percent. That flat total hides wide variation between jurisdictions: of the 51 LA County jurisdictions that issued at least 20 ADU permits in 2023, 22 swung by 30 percent or more the following year. In a small city a single large project or a change in plan-check staffing moves the annual number substantially.
Why is 2025 ADU permit data missing for some LA County cities?
California jurisdictions self-report ADU permits to the state through the Annual Progress Report, which is filed the spring after the year ends and processed on a lag. As of this data pull, 66 of the 85 Los Angeles County jurisdictions had filed 2025 numbers and the City of Los Angeles had not. A blank cell in the 2025 column means the jurisdiction has not filed yet, not that it issued zero permits, which is why 2024 is used for all rankings on this page.
Does a high ADU permit count mean a city is easier to build in?
Not directly. Permit volume mostly tracks the number of eligible single-family lots and the local appetite for building, so large cities dominate on raw count regardless of how their plan-check process runs. A better read on difficulty is the ratio of permits to housing stock, plus the jurisdiction's own plan-check timeline. California state ADU law sets a 60-day review deadline for every jurisdiction in the table, so the legal floor is the same everywhere even where practice differs.

PermitPathLA compiled this table from Cal HCD Annual Progress Reports, Table A2, retrieved on 2026-05-17. The counting rule is: Each row in Table A2 with BP_ISSUE_DT1 set counts as one permitted unit. No smoothing, interpolation, or estimation was applied beyond what is stated here.

- Counts are permits issued, not ADUs completed. Some permitted ADUs are never built, and construction typically finishes 6 to 18 months after issuance.
- The City of Los Angeles and unincorporated LA County are reported separately because they are separate permitting jurisdictions, LADBS and LA County Public Works respectively.
- Jurisdictions self-report to the state. PermitPathLA does not correct outliers, so an unusual year-over-year swing in a small city reflects what that city filed.
- Four of the county's 88 incorporated cities do not appear because they filed no ADU rows to the state in any year covered here.
